Sugar told Sky Sports News Leeds should be punished if the club falls into administration.
"If they go into administration, and if someone comes along and buys them for `two bob` off the receiver and starts again on Saturday, that would be a travesty.
"The FA need to say: `Get out, you're now down in the Fourth Division - start from scratch."
