The 30-year-old was targeted by Huddersfield Town earlier in the summer, and is understood to have a number of other clubs after him.
He has promised to give City an answer early next week. Moore has scored 92 goals in 475 senior appearances for Tranmere, Bradford, Nottingham Forest, West Ham, Stockport, Burnley and Leeds.
