The 19-year-old, who has spent most of this season on loan at League Two club Accrington Stanley, came through the club's academy and boss Simon Grayson is delighted to be keeping hold of him.
Grayson told the club's official website: "Tom is a good young prospect who is learning and developing his game. He has done well at Accrington this season and a new contract here will give him further chance to develop his game and gain in experience."
