Kevin Blackwell wants Hayles, 32, on a free transfer as he seeks to rebuild after relegation.
Hayles helped Fulham to the Second and First Division Championships in five successful years with the west London club after joining them from Bristol Rovers.
Blackwell is confident of completing a deal for the Jamaica international within the next seven days.
