Kevin Blackwell wanted the Wales international as his new No 1 after losing Paul Robinson to fellow Londoners Spurs at the end of last season.
But with no cover for current No 1 Edwin van der Sar, Fulham insist that Crossley stays at Craven Cottage, at least for the time being.
