Flitcroft was disappointed to be dropped as club captain by Rovers boss Graeme Souness earlier this month with Barry Ferguson taking over the armband.
Leeds are monitoring his situation, with Flitcroft believed to be considering his future at Ewood Park.
The 31-year-old joined Rovers from Manchester City in 1996 and he was sent off on his debut.
