Carson, 19, is in the final year of his current deal at Elland Road and he has been interesting Wigan while Liverpool have also been linked.
Leeds spokesman Bryan Morris said: "An offer has been made for Scott Carson by a Premiership side. This offer has been turned down by Leeds United. The club is speaking to Scott's agent on Wednesday in order to offer a new deal for him to stay at Leeds."
