However, despite finding his first-team opportunities limited at White Hart Lane, Leeds fan Brown has decided to stay in London and fight for his place.
Blackwell admitted his disappointment at failing to land Brown on a season-long agreement and will now pursue other options.
"I think Michael is still highly regarded at Spurs," said Blackwell.
"He would have been a fantastic addition but it isn't going to happen so we'll look elsewhere."
